Seven-Day Snap Lockdown in SA

The South Australian State Government has announced a seven-day snap lockdown for the state, to come into effect as of 6.00pm, 20 July 2021. During this period, Level 5 restrictions will apply which are in addition to preceding restriction levels, 1-4.

These restrictions impose:

  • Stay-at-home requirement, except for the following:
    • Care and compassion grounds
    • Essential work – Level 5 list of essential workers
    • Purchasing essential goods
    • Medical reasons including getting COVID tested or vaccinated.
    • Exercise with those in your household
  • Closure of community activities.
  • Masks for public places.

Members in South Australia should note that:

  • Non-essential retail is required to close during this period.
  • Vehicle repair and mechanical services are allowed to operate according to COVID-safe procedures.
  • Retail good workers supporting the operation of online or phone ordering and collection or delivery of retail orders are allowed to operate.

2021 AADA Convention & Expo Rescheduled

AADA’s 2021 Convention & Expo, previously scheduled for 14-15 September 2021 at the Brisbane Convention & Exhibition Centre, has been rescheduled to Tuesday 16 and Wednesday, 17 November 2021.

The decision to reschedule has been made in consultation with our sponsors and industry partners, due to the risk of disruptive border closures in September for some markets.

Whilst our planning for this year’s AADA Convention & Expo provides for virtual attendance for circumstances impacted by COVID-19 restrictions, our commitment is to deliver a fully engaged on-site event. It is our belief that the rescheduled dates provide us the necessary time to minimise this risk and are hopeful that our industry can get together at a great event in November.

NSW COVID UPDATE – Vehicle Repair and Maintenance Workers Authorised to Travel for Work

To: NSW AADA MEMBERS

The NSW has released a list of workers authorised to travel outside the local government area they live in if they are required to leave home for work.

If you live in the Fairfield, Liverpool or Canterbury-Bankstown local government areas, you can only leave the local government area you live in to go to work if:

  • the business is allowed to be open;
  • you are an authorised worker.

The list allows for workers conducting “vehicle repairs and critical maintenance including disinfection”.

NSW Restrictions – Showrooms to close, Click and Collect Allowed, Workshops can stay open for urgent repairs/maintenance

To: All NSW MEMBERS

The NSW State Government have just announced further restrictions to limit the spread of the COVID 19 Delta strain in NSW. The restrictions come into effect from 11.59pm Saturday 17 July and are scheduled to be in place until 11.59pm on Friday 30 July. These restrictions apply to the areas of Greater Sydney including the Central Coast, Wollongong and Shellharbour.

Advice for Dealers

AADA has been in contact with key figures within the New South Wales Government and our advice for Dealers is:

  • Showrooms must be closed
  • Retail operations can only occur via click and collect
  • Workshops can continue to operate for urgent repairs and maintenance work

The new restrictions are as follows:

  • Retail premises will be required to close (‘click and collect’, takeaway and home delivery can still operate), except the following can remain open:
    • Supermarkets and grocery stores (including butchers, bakeries, fruit and vegetable stores, liquor stores and fishmongers);
    • Stores that predominantly sell health, medical, maternity and infant supplies;
    • Pharmacies and chemists;
    • Petrol stations;
    • Car hire;
    • Banks and financial institutions;
    • Hardware, nurseries and building supplies;
    • Agricultural and rural supplies;
    • Pet supplies;
    • Post offices and newsagents; and
    • Office supplies.

From 12.01am Monday 19 July:

  • All construction work to be paused and
  • Non-urgent maintenance, including cleaning services, and repair work on residential premises to be paused.

From 12.01am Wednesday 21 July:

  • Employers must allow employees to work from home if the employee is able to do so, failure to do so can result in a fine of up to $10,000.

Restrictions in regional NSW remain unchanged.

NSW COVID-19 Support Package

To: NSW Members

 

The Commonwealth and NSW State Governments have today announced an expansion and increase to the COVID-19 Disaster Support Payment package for individuals and businesses in NSW.

The support package has expanded the existing disaster support payment for those staff which have been stood down or placed on reduced hours.

There is also a new business support payment, but this will only be made available to entities with a turnover less than $50million, which would exclude the overwhelming majority of Dealers in the state.

The AADA will be making representations to the NSW and Commonwealth Governments, explaining the inadequacy of the turnover threshold for our industry as well as the lack of rental relief.

 

Support for workers

Under the package, from week four of a lockdown due to a Commonwealth declared hotspot, disaster payment will:

  • Increase to $600 for those who have lost 20 or more hours of work a week, or;
  • $375 for those who have lost between 8 and 20 hours per week.

Dealers needing to reduce the hours of their workers should notify their staff that they may be eligible for the support payment.

From 18 July 2021, the Disaster Payment will become available for those outside a Commonwealth declared hotspot in NSW, providing they are eligible for the payment.

 

Business support payment

For businesses with an annual turnover of between $75,000 and $50 million a new business support payment will be available to those that can demonstrate a 30% decline in turnover. Eligible businesses will be required to maintain staffing levels as of 13 July 2021 for full time, part time and long-term casual employees.

This payment will almost certainly not be available to the overwhelming majority of Dealers in NSW.

To receive the payment, eligible entities will be required to maintain their full time, part time and long term casual staffing level as of 13 July 2021.

Eligible entities, which includes not-for-profits, will receive payments of between $1,500 and $10,000 per week based on the level of their payroll. For non-employing businesses, such as sole traders, the payment will be set at $1,000 per week.

Herein, the same support will be offered to any other state or territory that is placed into extended lockdown.

Box Hill Institute Automotive Employment Pathway Program

To: Melbourne Members

The AADA and Box Hill Institute (BHI) have recently entered into an agreement to assist Dealers to recruit students seeking an automotive apprenticeship. The Automotive Employment Pathway Program gives Dealers priority access to students currently completing a Certificate II automotive pre-apprenticeship.

The AADA have partnered with BHI in response to feedback from Dealers regarding the difficulties they are experiencing in finding and recruiting apprentices. The program has already been used by several Dealers in Melbourne and is having positive results.

Consultation on Deferred Sales Model for Add-On Insurance Products Concludes

The Federal Treasurer, Josh Frydenberg, has announced the conclusion of the consultation period for the application of a Deferred Sales Model (DSM) on add-on insurance products.

The DSM will come into effect as of 5 October 2021 for add-on insurance however the regulations provide exemptions for certain classes of add-on insurance products, which are as follows:

  • Compulsory third party (CTP) insurance for motor vehicles
  • Third party property damage
  • Fire and theft insurance for motor vehicles
  • Comprehensive insurance for boats, motorcycles, motorhomes, caravans and trucks
  • Insurance sold with superannuation (including group life insurance)
  • Postage and delivery of consumer goods insurance
  • Home building insurance
  • Home and contents insurance
  • Landlord insurance
  • Wholesale style insurances available to businesses

Though not specifically mentioned in the attached release, Dealers should note that comprehensive car insurance is also exempt from the DSM.

Changes to Takata Airbag Recall Website

The Federal Chamber of Automotive Industries (FCAI) has advised us of changes to the existing Takata Airbag Recall website www.ismyairbagsafe.com.au. The changes will take effect on 1 July 2021.

The national Takata recall formally ended in six months ago and is now 99.9% complete. However, there are still some vehicles equipped with faulty airbags that can cause serious injury or death to vehicle occupants. The FCAI will therefore continue to assist vehicle owners by providing a modified website service to check if their vehicle is affected.

The modified website will:

  • Continue to offer non-English translations.
  • Provide a link to the Takata recall page of each of the affected Brands’ websites, where vehicle owners will be able to use VIN (or in some cases VIN and/or registration) to check the recall status of their vehicle.
  • Provide a link to the ACCC’s Product Safety website for information in the case of privately or concessionally imported vehicles.

The modified service will not include:

  • The current facility where owners check their vehicle status by entering registration plate number and state/territory.
  • List vehicle brands not affected by Takata Recalls.
  • The current SMS facility (to be discontinued from 1 July 2021).
