Victoria Budget 2019-20

The Victorian Budget brought down on 26 May increases vehicle duty rates for more expensive passenger vehicles. As of 1 July 2019, motor vehicle duty for used vehicles valued above the LCT threshold will be aligned with the rates for new cars. The Budget also introduces two additional duty rate increases for vehicles above $100,000 and above $150,000. The new rates are as follow:

Valued up to $66,331  $8.40 per $200 or part thereof
  Valued over $66,331, up to $100,000  $10.40 per $200 or part thereof
  Valued from $100,001 to $150,000  $14.00 per $200 or part thereof
  Valued from $150,001  $18.00 per $200 or part thereof

Low emission vehicles (below 120 g/km) and those owned by primary producers for the purpose of primary production will be exempt from the LCT rates, and thus will only pay the lowest rate of vehicle duty. This exemption also extends to caravans and motorhomes.

Because of the way the vehicle duty is applied on the value or purchase price, whichever is higher, this increase in vehicle duty is actually a tax on a tax on a tax, as it is applied after the GST, and then the federal LCT are added to the basic cost of the vehicle. This makes the Victorian vehicle duty particularly unfair.

The imposition of these new rates of duty has been met with dismay by the industry as it comes after thirteen months of worsening new car sales. The media has been quick to pick up on the unfairness of the measure, including a front-page article on the Australian Financial Review.

The AADA has sought a meeting with Tim Pallas MLA, the Victorian Treasurer, to discuss the measure and its negative effect on the nearly 1,500 of our members operating in Victoria. We have also sought meetings with the Federal Government, to highlight the impact that this measure could have on the sensitive negotiations surrounding the Free Trade Agreement with the European Union, and the bargaining taking place with respect to both the LCT and the Vehicle Importation Tariffs. We believe that these matters, particularly the potential for other states introducing similar measures in their budgets, should be addressed through COAG.

Not everything in the Victorian Budget was a negative to the industry. For new car Dealers, the exemption to paying vehicle duty has been extended to cover service loan vehicles, as a national first. On a broader canvas, the Government has pledged to increase the monthly payroll threshold for Payroll Tax from $650,000 to $700,000 by 2023. Additionally, the rate of payroll tax has been significantly reduced for regional businesses, from 2.4% to 1.3% by 2022-23. This means that by that year, the rate of payroll tax in the regions will be one quarter of the 4.85% paid by businesses in the metropolitan area. We expect that many of our regional members will be among the 3,500 regional businesses that will benefit from this measure.

Final Call: Women & Leadership Australia Scholarship

This is the final call for all women currently working in the automotive sector to express their interest in the Women & Leadership Australia scholarship funding available. The scholarship is worth up to $7,000 to support participation in an accredited leadership development program. 

Funding must be apportioned by the end of this financial year and it is unsure when these grants will be available again.

AADA Panel Sessions Tackle the Big Issues

AADA National Dealer Conventions are a time when Dealers from around the country get together to hear from experts on the big issues facing our industry. One of the key pillars of this year’s Convention is the panel program, with four sessions featuring industry leaders tackling some hot topics.

One of the hottest issues facing our industry is the pending introduction of an Automotive Code of Conduct, and our panel ‘The Franchise Code and what it means for Franchised Dealers’, hosted by David Blackhall, will take a good hard look at what the code might look like, and what it means for Dealers.

Another huge issue is that of gender diversity in our workforce. In ‘Gender Diversity in Dealerships’, we will celebrate the leading and most influential women working in the automotive industry. We will hear their stories, explore their views on the recruitment, retention, and advancement of women working in automotive, and where they see the opportunities for improvement across the industry.

Our F&I industry panel, ‘Dealership F&I: 2020 + Beyond’, will discuss the ramifications of developments coming out of the recent investigations by ASIC and the ACCC, plus the prospect of changes to point of sale exemptions.

In ‘ROI: 2020 + Beyond’, host Dale McCauley and panel will investigate whether today’s business and operating model still the best way to maximise your ROI – and if not, what alternatives exist.

Funding Available for Women’s Leadership Development

Women & Leadership Australia is administering a national initiative to support the development of female leaders across Australia’s automotive sector. 

The initiative is providing women with grants of between $3,000 and $7,000 to enable participation in a range of leadership development programs. 

The scholarship funding is provided with the specific intent of providing powerful and effective development opportunities for automotive sector women; however the funding is strictly limited and has to be allocated prior to the end of this financial year.

St George Women in Automotive Breakfast

The AADA was pleased to attend the St George Women in Automotive Breakfast for the second year running. Attendance this year was substantially more than last year, with women and men from all corners of the automotive industry. 

The breakfast was hosted by Phil Waugh, National Manager, St.George Auto Finance and the panel moderator was Edwina McCann, Vogue Editor-in-Chief. The panel was made up of three speakers from various backgrounds including Jessica Dane, Chair of the Australian Women in Motor Sport Commission (AWMSC), Amanda Laing, Foxtel’s Chief Commercial Officer and Molly Taylor, Professional Rally Driver.

‘Diversity is better’ was a strong theme from all speakers and a need for it to come from the grassroots and feed up though all levels of an organisation.  

Rebecca Frizelle, COO of Frizelle Prestige, presented a soft launch of a newly formed member association DANi – Diverse Auto Network Inc. This organisation has formed a Charter and a Committee that is busily putting the wheels into motion with networking opportunities, a mentoring program, online training and development, research and data insights, industry updates and an annual awards event. The official launch of DANi is scheduled for the beginning of the AADA Conference in September 2019.

First SA Dealership to Host ANCAP Car

The AADA has continued its partnership with ANCAP and displayed a crash-tested Toyota Corolla Hybrid hatch at CMI Toyota’s West Terrace showroom. This is the first ANCAP car to be displayed in a dealership in South Australia.

Displaying a crashed car in a dealership assists sales staff to visually demonstrate the safety features on a car and bring safety into the sales conversation.
